El presente estudio de las finanzas públicas, pretende destacar la propuesta de reforma para la descentralización administrativa federal en el ámbito territorial o si se quiere decir, en la ocupación física de una nueva distribución de la administración central administrativa. Con la creación de diferentes estructuras del Estado que permitan trasladarse a otras regiones, a fin de que se tenga una participación directa de la población y una apertura del Estado que permita mejorar la calidad de vida de la sociedad; y en consecuencia, se pueda generar la redistribución del empleo. Provocar la reforma administrativa para saber si se puede generar la redistribución de las Secretarías de Estado que ofrezcan a la población iguales oportunidades de crecimiento y desarrollo económico, todo esto, en completa independencia de los poderes públicos y ajenos a influencias partidistas.
